				<content:encoded><![CDATA[<div>Region 10 Low Incidence Projects are sponsored by two federal grants:  Low Incidence (LI) &amp; Regional Comprehensive System for Personnel Development (R-CSPD). The projects are fiscally hosted by the Zumbro Education District, and serve all districts in SE Minnesota. These schools are located in the following counties: Olmsted, Dodge, Steele, Freeborn, Rice, Goodhue, Winona, Wabasha, Houston, Fillmore and Mower.</div>

<div>R-CSPD is a program that provides workshops, inservices, and other activities for persons in Region 10 who work with learners who have disabilities. These funds are to be used in all areas of special education, not just low incidence and may include general and special educators, administrators, parents, paraprofessionals, and community service providers. The intent of this project is to assist personnel in providing exemplary educational programs in the least restrictive environment for students with disabilities.</div>

<p>PACER Center’s Surrogate Program has posted a new video on its web page (http://www.pacer.org/surrogate/). “The Parent Role in Special Education: Who Takes this Role for Foster Children?” gives a brief overview of the special education laws concerning who may act in the parent role for a child with a disability if a biological or adoptive parent is not available to do so.</p>
<p>“Children in Need of Surrogate Parents: Program Rules and Procedures in Minnesota” is also available from PACER Center. The book covers federal and state requirements, offers suggestions for public agency procedures, answers frequently asked questions and provides resources including sample forms. Order the book online or by calling PACER at 952-838-9000 or 800-537-2237. The cost is $9 or $6 each for 10 or more copies.</p>
<p>Under a grant from the Minnesota Department of Education, PACER continues to provide information and support around the topic of surrogate parents within special education. Other PACER resources include:</p>
<p>• Free online surrogate parent training at PACER.org/parent/training2/index.html.</p>
<p>• Recruitment brochure.</p>

<li>The Region will provide several training opportunities to assist teachers to gain   competencies for licensure.</li>
